[The 50th anniversary of Japan official development assistance in 2004 is an important milestone of the tremendous significance of Japan ODA in Asia and the world as a whole, and because of important challenges and policy reforms that are starting to make their presence felt in Japan ODA. Japan ODA remains controversial in the community because of issues of tied aid, extremely skewed loan-grants distribution, over centralization of decision making, lack of transparency and so on. ?Whereas the ultimate goal of ODA should be to bring about a just, equal world that no longer requires development assistance from one part to another, the global society on the occasion of the fiftieth anniversary of Japan?s ODA is, in fact, in dire need of increased assistance. Faced with this situation, we appeal to the Japanese governments and their counterparts in recipient countries for a thorough review of Japan?s 50 years of ODA history to transform it into a global public trust.?]

[Secret war in the Pacific is an amazing story about a man of humble origins from Rural Tennessee. Charles ?Chick? Parsons, as a 20-year-old adventurer, went to the Philippines on a tramp steamer, jumped ship and sought his fortune in the United States? proudest colony. He was doing very well for himself when WWII broke out and he was captured in Manila by the Japanese. The story of his escape and return to action as one of General Douglas MacArthur?s key agents reads like fiction. Parsons joined MacArthur in Australia to create a fleet of special mission submarines dedicated to supplying the guerilla resistance movement in the Philippines. He personally went in by submarine bringing guns, ammunition, medical supplies, food, radios and commandos. The Japanese put a price on his head, but this did not stop the intrepid Parsons from entering even into the heart of the Japanese command in Manila itself-dressed as a priest. He was awarded a Bronze Star, Distinguished Service Cross, two Navy Crosses, and the Philippine medal for Valor. The story crediting this man and the brave Filipino and American guerillas is long overdue. These were the men who enabled MacArthur to fulfill the pledge he made shortly after the fall of Bataan and Corregidor: ?I shall return.?]

This is explicit in the first essay of Co, the spirit of which is sustained in the rest of the work. As an expert in Chinese philosophy, Co is coming from the most ancient sources of global thought, making it easy for him link with entire course of western history and bringing him right into the frontyard of postmodernity. For his part, Abulad finds ease in delving into the intricacies of continental philosophy and with kant explores the limits of rational thinking, where the west crosses the threshold of the new page. Filipinos are probably the only people who can carry a conversation with just two letters of the alphabet, (specifically the first vowel and the first consonant.) The most difficult part was editing out some stranger-than-fiction experience with other friends and detractors. Some of the stories can be told within the glacial speed of traveling in DFA elevators (including waiting time and door dwells between floors.).
